I am starting a project to develop a early 2000 racing game. Does anyone have suggestions for which software to use for 3D model for the cars? Thanks for any help and suggestions.

I would suggest Blender as is free and is quite powerful.
You can also look for car models that are CC0 to use in your project.
You can pretty much make any car to somewhat resemble real ones as long as the name and brand aren’t related.
however your immediate issue should be to sort out legality of actually doing this, perhaps even asking direct permission from specific brands - some will agree depending, its free advert after all.
Some will tell you to shove it. They probably have exclusive deals with Sony similar brands.
Blender is hands down the best.
quixel mixer is great for coloring.
SideFx houdini is also good but not free.
Modeling cars is also a great way to start learning how to model, since they combine soft and hard surfaces.
You’ll also need to learn how to properly rig a car - and you’ll have to figure out the new issues with chaos physics…
maybe you should do that before modeling…
Blender is good.
You can also just buy models online, which may save a lot of time. Then perhaps modify them a bit in Blender if needed.
Note that exact replicas (and names) of existing car models fall under copyright law, so unless you have good contacts in the auto industry, you probably want to go the way of games like Flat-Out, and make “very similar” cars with “names in the same style.”
(It’s not a “Hellcat,” it’s a “Panther.” Totally different!)
