I suppose that far away TLS is causing your issue. You need to correct it in the application where the point cloud was processed, as RealityCapture needs that information.
This could be also related to one bug, which will be solved in the next release, but hard to say without testing the file.
What kind of scanner was used to capture the data? How the point cloud was processed?
