Is it possible to use a 2D texture (Basically a helmet, with the inside “window” being transparent) to draw as a hud? Basically drawing it in front of the camera at all times.
And if so, how would I do it?

Yeah, you can do it either in the HUD blueprint or as a blendable material in the post process. For more information check out the Content Examples project and the documentation.
