Doubled actors with rendering from sequencer

I am using 4.18.2, When I render from sequencer to video the actors double in some shots and the doubles are static. I have tried to limit visibility through tracks on other shots but this doesnt work.

originally I was having an issue with the shot actor popping back to a static pose with no animation even though it played fine in the sequencer; weird things would happen when rendering to video.
