I’m trying to decide which CPU to upgrade to and am curious which spec to prioritize. I saw an older post somewhere saying that RC benefits more from higher CPU clocks than core count. Is this still the case? What about AMD’s X3D chips? Would I be better going for extra L3 cache or just the regular models?

Yes, it is still true. Regarding HW there is basically 1 rule of thumb. The clock speed of the processor is more important than the number of cores. So, if you have a 12-core processor with a 5 GHz overclock, you will get better results, than with a processor with 3 GHz and 32-cores. You can get more performance from customer-tier processors, than enterprise-tier line-ups with lower clock speeds and more cores.
But I can’t give you the direct recommendation.
