Nope. The texture is still there in the background.
If you want to reduce size for packaging, you actually have to edit the texture.
Easiest way is with a plugin
EDIT: In fact, if you set the ‘max size in game’ in the texture editor, only the size you specified ( and lower ) is packaged.

The Max Texture Size does not change the file size, but when it is packaged as an EXE file, it will be recoded and the EXE package will be reduced
