does building in shipping work differently then development, build?

it has come to my attention, that using a shipping build for a game, loads the game after player has spawned in, rather then the default player, where as a development build, it loads in the player before the level is made or player has spawned or made to spawn, causing a glitch before spawning a pawn to posses.

just wanted to ask if this is true, since this is the case for me currently. amen.
