that should be just a material that has a texture which is the floor plan. so basically draw your floor plan in a image editor then save and import it into unreal, then right click the texture and say make material. you will of course need to create a plane in the shape that you want and uv unwrap it so it matches the picture that you made.

i mean thats just what it looks like from the picture there could be more to what the person has done since they have it as part of a blueprint with public variables and such.
