Does 75 bone limit apply to all bones in skeleton or only weighted bones?

Hi everyone,

I’m wondering if the 75 bone limit for mobile applies to all bones in the skeleton or only bones with vertices weighted against them (for example, can you have 75 bones with weights and 6 extra bones driving morph targets)?
