Documentation directory tree change

Hi,

currently reviewing github commits is really painfull because of Documentation commits.

My sugestion is to move Documentation directory from here :

https://github.com/EpicGames/UnrealEngine/tree/master/Engine

to

https://github.com/EpicGames/UnrealEngine/tree/master

This will give us an option to filter out Documentation commits.

Unfortunately, there is quite a bit of infrastructure built up that relies on the documentation being in that particular location. So, moving it really isn’t an option. I will bring this up internally and see what other options may be available, though.
