Distributing plug-ins outside of Unreal Marketplace

Does it in any way violate any terms and conditions to distribute self-authored Unreal plug-ins outside of the Unreal Marketplace, along with the plug-in source code (e.g., via GitHub, or putting plug-in packages up for download on a website)? I’m specifically concerned about the clause in the license agreement about distributing Unreal IP to people who haven’t accepted the EULA, and I read this post suggesting the Unreal Marketplace as the only surefire way to ensure that plug-ins are distributed to licensed users.

The plug-ins in question don’t actually copy and engine code, but they do import engine code, and also leverage the UnrealHeaderTool.
