Discover: Algorithm skips indexing maps and creator publishes upon first publish? Why?

Data Gathered from my experience and other creators experience.

Example of what is happening:

Creator 1:

spam updates every hour upon publishing.
Get on Discovery Tab “new and updated” graveyard. Player spike and drop

Creator 2:

Repeats the same behavior spam updates every hour upon publishing.
Gets no Tabs on Discover but still …
Player spike and drop.

#Creator 3 (Me):
Publish The first public published version.
Wait one week or longer and the algorithm does not scan or index my map and there are no players spikes. My maps are skipped by the algorithm indexing. This is on a brand new map that took 6 months to complete.

Upon publish is it better to not update your map until the algorithm indexes it? Through marketing I have one to two players joining and dropping off every 15 minutes and they don’t all come in at once.
It has been two days since publish Is it better to wait a few more days or to publish an update? If so, why?

I have had multiple maps and when I updated them they were immediately put in the new and updated tab graveyard, with only 15 minutes or less of any activity, and this is months after publishing. This was with marketing and bringing in plenty of players from YouTube. I have also published maps and not updated them for a week and they were never indexed by the algorithm. They never got discovered tabs. A lot of others have experienced this. I’m wondering what is the blocker? What is making the algorithm not give certain creators a chance on discover?

Is it possible that an account that was never spam may have flagged or marked an account as spam?
(E.g. Reporting too many bugs on UEFN forums, inaccurate moderation inaccuracies and failures like mistaking orange lava asset in game for blood?)

I was wondering where to report this question and hoping this is the right spot.
