Disabling Paper2D plugin crashes packaged project (UE 4.16.)

How to reproduce the bug:

  • Create a new blueprint project
  • Disable Paper2D plugin
  • Package project for Windows (same bug for both building configuration, development or shipping)
  • Run the executable file

If it is packaged for Development, the error is:

Fatal error:
[File:D:\Build++UE4+Release-4.16+Compile\Sync\Engine\Source\Runtime\CoreUObject\Private\Serialization\AsyncLoading.cpp] [Line: 6409]
LoadPackageAsync failed to begin to load a package because the supplied package name was neither a valid long package name nor a filename of a map within a content folder: ‘’

I come back with another mention. Something similar it happens for disabling PhysX Vehicles plugin but without crash, only a message:

Default Property warnings and errors:
Error: CDO Constructor (VehicleWheel): Failed to find /Engine/EngineMeshes/Cylinder
