Difference in packaged Execuables

Whenever I package a game it will build the correct files to my Staging directory where there will be the Windows NoEditor Folder within that folder is the gameName.exe a folder of GameName, an Engine Folder. If I open the GameName Folder, that contains Binaries, Config and Content. Within the Binaries\Win64. there is another gameName.exe. Is there a difference between these 2 executable files. They both seem to launch the game correctly. Neither is a shortcut of the other. Is it better to reference one over the other for some reason? [4-26]
