Did Epic stop supporting Samsung Galaxy S4?

When I build a project on Samsung Galaxy S4 with “r.mobile.tonemapperfilm” set to 1, the game starts but nothing gets rendered. (Tested with a blank project)

Assuming this was a bug, I filed a report but never got any feedback for months.

What is going on?
Is UE4 no longer supporting the certain kind of low-end mobile device?
