Dedicatetd server lagging after update to 4.25

So I updated my unreal version from 4.19 to 4.25 and with no change when I package dedicated server and then connect with client, I get huge packet loss. It didn’t occur in 4.19 but I cant go back to 4.19 because of a different issue.Was there a setting or something changed ini between version that I can check or something?
