Decals like this possible in UE4?

I am hoping to get the result on the right, but no setting seems to allow me to do so.

I’m considering just double-layering decal cards but I was curious if there’s a proper way to achieve this.

Well I was curious if someone knew if it’s just a limitation of the engine since I can’t get normals to show unless there’s color.

My reference from OW seems to use just 1 decal that has normal info that can ignore color/opacity:
