Dark Artifacts on Objects with dynamic lighting and pixel depth offset

I don’t know what about my setup is ruining this but I am going to pull my hair out. I am getting moving black hatch mark errors on my material. I have a dynamic lighting setup and a rock material that uses pixel depth offset. If I turn off shadows this problem goes away, and if I turn off pixel depth offset it also goes away. Is there a setting where I can have both and get this working so I can continue building my visuals? An example image is uploaded.

Pixel Depth offset doesn’t work with shadow casting, you have to do a few things to make it work.
