Okay, so I figured out that PACKED LEVEL INSTANCES actually convert static meshes into instanced static meshes. I had no idea. I thought PACKED LEVEL INSTANCES were pretty much identical to regular LEVEL INSTANCES, but PLAs allow for DISTANCE CULLING. Neat.
