Some suggestions to tackle this could be the following…
The following suggestions are solely on the understanding that certain permission values not be editable in a text editor by the creator. These are read only locked by Epic Games.

A creator cannot use an island that is not their own. When creating an island this should have a unique creator id assigned to it. When a creator tries to publish an island then this check is performed. If that creator id does not match the original map creator id then publishing should be disabled. This would stop bad actors from getting entire projects from discords ect and doing nothing to them and publishing them as their own.

When creating an island this has a unique project id. When creating a template you cannot create a template of a project with a valid project id. This would eliminate this copy paste maps in effect as i believe the way to do this is create a new template change the urc ect and bam you have the same project with a new project version in effect. Epic would have to rethink how creators can create a template as this is a good feature if not abused. ie Have a new option in the editor selection to create a template island itself. This would check against any project id’s and if found then the editor would block you from saving any progress. Would mean creating the template from scratch in effect so no copy pasting project things.

You could take this to the next level and have something in place for verse code. The idea being when a script is created this is also assigned a unique creator id and only that creator can use their own verse scripts or again its rejected from publishing. Im unsure how this would work but since verse is directly Epic and is on URC and a verse path is created again i dnt think Epic would have trouble doing this.

Something may need to be added to the team system so creators dont change teams ect to use projects ect
I feel a huge part of the issue is not only the spam maps but you have many people i would assume who don’t know creation and solely buy code/projects then start publishing just to suck the piggy bank dry.
Creating is what it says creating islands using the tools that Epic provide. When did creative become buying projects or full game systems. We all know this happens and it does negatively impact the honest creator who actually creates games themselves or in teams.
Some may view some of my opinions on how to tackle these issues extreme but i feel extreme change is what’s needed.
ps i did raise these suggestions before this post was created so its not a response to this post directly.

Thanks everyone for their support on pushing this to Epic. During this discussion I’ve been doing a algorithmic calculation of spam maps in 2025. Here what I found:
6000+ Maps & 700+ Creators
Using Fortnite data I’ve been gathering for 3 years now - I managed to filter out 6751 spam maps & 704 spam creators in 2025.
IMPORTANT: All maps in my calculation appeared at least once in the Discovery, showing the system DOES NOT WORK. Here are the details:
- 3513 visual map duplicates in 2025
- 3238 text map duplicates in 2025
- The all known “Super Red vs Blue” thumbnail was used 541 times - “Box PVP” thumbnail 234 times
- There are creators (posting maps till today) that have more than 100 COPIED maps in their profiles that around 60/70 made into discovery this year
- Most spammers (or all of them) are still posting maps & are not banned
- You can often find out 5 uploaded maps into different accounts in “New & Updated” row in the same time due how discovery “works”
The Data
I will be publishing data I’ve collected (with the map code, creator code) tomorrow in a spreedsheet - if Epic (any Epic Employee) is willing to get the full-detailed data, I am happy to share it.
The analysis was made using 59713 maps that I’ve detected in discovery in 2025 & all maps were published in 2025. During this analysis I compared all maps using algorithms such as “Perceptual Hashing” that allowed me to compare all thumbnails & find similarities. Title & other metadata chunks were compared.
This is a sample of creator names that abused & are abusing the system uploading 10 maps all-in one, on different accounts.
None of those creators are banned & their maps show every day in the discovery - taking sometimes 20% of the daily “New & Top Rated” space all alone.
Conclusion
I hope that Epic has better tools to find SPAM CREATORS that are killing this ecosystem & no action is taked showing more & more spammers room for the play. Without any changes we will keep getting half od discovery spammed with the same maps, not showing players the full potential of this ecosystem & what can be made.

This seems to be one person, posting maps all 2025 now.
From my calculation 19 accounts & 384 COPIED maps were published by the same person. No action was taken (check now in discovery).

I hope this will get resolved ASAP @Flak, do Epic really care about this? Seems it was ignored all 2025.
Hey everyone, we’re seeing games with the same thumbnails displayed in Discover rows and we agree, it’s not great. We’re going to start rolling out some changes to Discover filtering in the next couple of weeks to help prevent that from happening in New & Updated and other rows.

We’re also working on ways to limit the publishing of near-identical thumbnails. This would not apply to authentic thumbnail variants of a game with unique gameplay modes (for example, a game that has a 1v1, 2v2, or 4v4 variation).
I think the main issue that’s shown is the same creators spamming maps and then actually getting discovery promotion. The thumbnail in this regard is irrelevant if the maps get discovery time regardless.
The spamming of maps needs to be made against the rules. If a creator does this after the rule change then ip ban them. It would stop in a week.
i think u dont get the point, the discovers are full of the same maps because there is a method to duplicate a map, doing litteraly 0 in the map just copy-paste another map and then publish, and your system get it like a project with a lot of time spent on it, so they get new and updated 1-2-3 so they make a lot of player and saturate new and updated discover and top rated, there is no point in making changes on thumbnails if thats not the problem, ur gonna ruin the creator experience because your ai system that decide if a thumbnail is original or not is random and does not work at all at the point that if u write prop hunt in a thumbnail it gets rejected LOL, people are making like 30 try to make a thumbnail being accepted by your ai, so I want to reiterate it the problem is not that they are making a lot of maps and using the same thumbnail, they are not even making them , there is some glitch in your system to duplicate a project with a lot of “playtime” in it, u cant post 10 maps in a day and get discovers , just fix your glitches and bug and dont ruin the experience of other creators, if u cant find what the glitch is just threaten the creators of suing them and they’ll leak you the method is not that difficult.

They should all be banned. Any legitimate creator knows this is not a valid working practice. A legitimate creator will create a game and publish the game 1 time (Unless like 1v1,2v2 ect) most of the time it will be a 1 map per project publish. We can mostly all agree on this. Anyone doing what is shown above should be banned as in effect its exploiting discovery.
thats so real and sad please epic do something to this i cant see the same creator getting discover with a copy and paste map 20 times and hitting discover

In my opinion that’s a good thing but not enough. Please report to the legal team to add a rule forbidding spamming the same map over and over whether it is same thumbnail or not.
The people abusing the system by spamming the same maps should get banned (and sued if they got a lot of money from it) like this person https://fortnite.gg/creator?name=infinis who’s literally in the Discord server and proud to steal money from Epic Games but also in same time others creators. Here’s a screenshot:
My suggestions to improve the system:
- Add a 1/2 weeks cooldown after a map has been published. That way, no map can be published until the cooldown is over.
- Fix the duplicate project method, read (CREATORS SPAMMING MAPS TO APPEAR IN DISCOVERY - #29 by underthebridgeDC)
- If a creator has been banned from the creator program, ban their Tax info (phone number/credit card/identity card). That way they won’t be able to bypass the sanction by using alt accounts.
- Add some kind of detection that would analyze a map with all their others and if EVERYTHING is identical, remove the duplicates.

2 weeks cooldown is my suggestion but 1 week could be also good. Most maps made in less than 1 week are usually just template maps lol
Whilst this is a step in the right direction, I still think more is needed. I just don’t understand why you (not you personally, but Epic) allow users to flood the ecosystem with dozens of spam maps, making money and taking away discovery spots from genuine creators. I saw on Twitter that when Epic asked for feedback, a bigger studio was strongly against implementing an upload limit. If that’s true, then that studio spoke for themselves and what benefits them, not us, not Epic, and definitely not the wider community.
No one – and I mean no one – needs unlimited upload abilities.
What I’d like to see is:

A clear and official rule against spam creators, with actual punishment.

An upload limit that is healthy for the overall community.
Only changing Discover won’t fix the issue. Spam creators and bad actors have been doing this for ages and they keep getting away with their scummy tactics. People are losing motivation to keep creating in an ecosystem where the bad actors always win.

u dont understand. the problem is the glitch to duplicate projects, not the discover not working properly or the thumbnails.
This is toothless solution. Won’t solve anything. And you already have had this since July. It hasn’t been working. Whatever you come up they will figure out a work around. You are putting your fingers in the holes in the dam.
