I want to know about whether it would be possible to publish free market place assets, with the purpose being that one could say offer the character for free and then have devs pay for weapons, AI, items, character components that work with that character.

You can submit content to be considered for the marketplace as long as it falls within the Marketplace Guidelines.
You can always sell on gumroad and such, and give a free example (also for buyers to check the qualitiy they will get), like you mentioned the character…and sell its items/clothes/weapons.
Is that we only have some free things by Epic Game?
