Creating a hardcore RP server - How long would it take me to learn?

I would like to host my own modified Ark Survival server. I would like to gauge how difficult would it be to do in Ark Survival and whether it’s possible. I have no unreal engine experience, but do have some light experience with game programming.

My desire is to host a fantasy RP server. I would like:
-Permadeath server
-Slow progression (everything is slow, building, level gains, etc)
-Remove all futuristic referenes - server will remain medieval fantasy

Is it possible and how long it would take me?

Last question and most important:
Is theoretically everything possible to mod/change in Ark Survival?
