Creating a character Rain Dirt Mask (moving)

Hello there!

I’d love to create a dirt mask with moving rain droplets, as if the character is wearing googles and the rain drops on it. Just like it is here: AMAZING FUTURISTIC MISSION from Online FPS Game Call of Duty Black Ops 2 - YouTube

Is there any way to create this? I haven’t found anything online…
