Create tabletop, terraform style for AR game (like The Machines AR game )?

Hi!
I’m looking for help on generating small terrain for a scene in UE4.
I want to create a style tabletop scene for a game in AR (Similar to The Machines of iOS) using UE4 's Terrain tools

See pictures of what I mean.

Set a height to all terrain to generate a sort of cube or other shape and place on a flat surface

Is there any technique, tool or plugin to be able to make this effect on the terrain in UE4?
