Create Skeleton, Rig and Weight Paint in editor

The ability to Create Skeleton, Bind the Rig, and Weight Paint Influences in editor.

Build a new skeleton asset by positioning bones on a static mesh.
Bind it to create a new skeletal mesh with default weights.
Add ability to interactivley paint weight influences.
