Create a material that always faces to the camera

Hi!

I have found this and I don’t know what the nodes connected to the World Position Offset pin do:

I’m trying to create a material that always faces to the camera.

Maybe the above nodes do it, but I’m not sure. I probably copied and pasted.

How can I do to make a material to always face to the camera?

two sided sided material will not cull backfaces. that’s all you need, i guess.
