[Crash Report] Crash occurs in CompilePSO when launching a packaged build while Unreal Insights is running/auto-connected

When Unreal Insights is set to auto-connect, launching a Win64 packaged build consistently crashes inside the FCompilePipelineStateTask::CompilePSO function.
