Crash and bugs - UE 4.25 hangs on load at 45%

Hey,

I am seeking help regarding UE 4.25 running on an RTX GPU.
I have been running it flawlessly until it started to crash on startup. The editor loads to only 45% and then a crash report is generated in the processes. This happens with RTX ON. With RTX off the editor loads but it never builds light, it gets stuck at 39% - 40% on build initialization, even before shader compile begins.

I have tried reinstalling the engine multiple times on multiple drives but still the same issue. Other RTX based applications run just fine. I have also updated to latest GPU graphics for my RTX2060.

Has anyone else faced a similar problem? What could be a solution, I have tried everything I could possibly think of.
