Couldn't update resource,not a read-only bug

I made a plugin with content as DLC for download

the fullgame profile works,but the DLC failed:Couldn’t update resource

it is not read-only bug,the answer in AnswerHUB are outdated

anymore,I added the code after all file.copy function

I tested 3 computers on WIN10,all failed

please help
