I’m not completely sure what you mean, as the video is unavailable, but you should be able to get an equivalent in just two steps:
1st: Go into the details panel of the decal material, and change the material domain from decal to surface. I would also recommend switching the blend mode from translucent to masked (and moving the opaque pin to the opacity mask field).

2nd: Create a static mesh with a plane as the mesh and apply this material to it.

This should get the general effect you might be looking for.
