That just means you can not distribute engine source code and noncooked (non-packaged) paid content form marketplace, something that won’t be included in packaged game by default, you would need to explicitly include that, so don’t worry too much about it, you free to distribute non-editor engine run time binaries as they are needed to run your game.
This statement has nothing to do with APIs, it only restricts files you can include withe game.
