Converting a Level to World Partition and the Level disappears

I’ve got a project that started out as a UEv4.7 project and has been updated to UEV5.21. Everything seems to work. I converted the landscape to Nanite, no problem.

But when I convert the level to World partition, the landscape disappears.It’s listed as a WP level. However, when I look at the Landscape in the outliner, it does not have the list of cells I’m used to seeing.

When I first open the level, there is a “No region loaded” message. If I open the World Partition Editor I can select sections, but when I tell them to load, the WP Editor shows them as loaded, but they are not appearing in the Viewport.

Now separately my target level is a small map, and I’m thinking I don’t really need WP for it, but, I’d still like to try to figure out what I’m missing and why the WP level remains invisible. There is a sky and a horizon, and Enable Streaming is checked. Is there something I might be able rebuild, or anything obvious by this description that I’ve overlooked?
