Control Rig transforms don't match joint transforms

Currently I’m running into an issue in 5.1.1 where a control rig’s control shapes don’t sync up with the corresponding joint transforms. The shapes placement in editor will apear at 2X the input amounts value. So if moved over 10 units, the control shape will be offset 20 units. If rotation value is set to 90, the shape will have rotated visually 180 degrees. Is this a known issue?
