What tool, asset pack is out there that allows me to put together clouds just as I would put together bunch of rocks like Lego pieces to make a bigger formation?

Example:
What if want this cloud formation?

I’d like to be able to place clouds in a composition I have in minds instead of playing with numbers that applies the changes all over the sky :melting_face:
