Constant frame drop on any project in 4.21

I’ve been getting constant hiccups in frames every second or so both in the editor and [movies download]( PIE, be it in my own project or in a fresh template project.

I saw an old thread where a similar issue was occuring in 4.19 and 4.20 because of an Aftermath bug, but it has been resolved from what I’ve seen.

Fix it in our projects by turning off FPS smoothing.
