Consistent Issues When Building Engine from Source

I keep having issues when building the editor or my game project, which will be an error saying that the .dll file for the engine or project cannot be opened for editing and it requires me to rebuild the editor to remove the error to compile. After compiling if changes are made to the code it will begin showing that .dll error again.

The second issue I’m ahving while building is visual studio will start giving a ton of errors regarding “Cannot update program database” (path to .h.pdb file)

So far I’ve tried deleting the intermediate folder and regenerating project files along with starting from a clean version of the editor,
