Conic/Cone shaped abilities

I am trying to figure out the best way to do cone-shaped abilities such as this example from league of legends character Annie’s W ability. I have a rough idea involving getting all the actors in front of the player, then using math to see if the actor is within a certain angle from the direction the player cast the ability. Is this a good way of approaching this? I feel like I may be overthinking it.
