Import via File doesn’t seem to be working. I have the mod folder saved with all the assets inside. How do I get unreal to recognize them again? Also, will I be able to upload new changes to the existing mod on steam or do I have to create it anew?

All the files are either T3D or FBX.
Uncooked files would already be recognized by the engine. I think that you mean the cooked files, and there is no way to look inside of cooked files.
