Compile translation culture - failed

Hello,

I’m trying to translate the Unreal Engine 4 UI into French.
I have found information on how to do this but when I create a translation and try to compile it fails. (Whereas if I modify the *.locres file the effect works - I know it shouldn’t be done but it was a test)
In the log, I see that UE4 is trying to load a *.ini file in: C: /Users/Edouard/AppData/Local/UnrealEngine/4.25/Config/Localization/, but no file exists and no “Config/Localization” folder doesn’t exist either (I only installed and launched UE4.).

I installed UE4 on a G:/ drive because having only 10GB of space in C: /.
