Clothing physics collisions is a MESS

I don’t understand why almost everything about “physics asset” in UE is such a bugged mess. Maybe i miss some critical information about this?
For example - i’m trying to fine-tune character collisions for clothing, and some Capsules are working fine, while others - not so.

Look at the video - it looks like the second capsule doesn’t have “semi shperes” working at all, only the central “tube”. And if i scale lenght to zero - the whole collision is completely gone.
If i re-generate the whole thing - it’s not working at all.
How is it possible? Is there some secret how to make it work properly?
