Changing Quality to LOW Causes Missing Textures

I am using a simple quality menu that has LOW, MEDIUM, HIGH, and EPIC.

When I am in a level and change from EPIC to LOW, some textures are missing. Not all textures are affected. I even checked the Detail mode in the meshes and there is no Quality Switch in the material either.

HOWEVER, If I load the level with LOW already enabled, it works fine and every texture shows up when changing the quality. Only LOW is affected by this, the other qualities work fine.

This is happening in a packaged game, chunked, with a patch.

What is happening here?
