Changing lightmap during thу runtime

It is possible to change BuiltData.uasset during the game, or at least in the editor, since my project plans to bake light for each different part of the time of day.

You can’t change the lightmaps at runtime, but what you can do, is make different levels for different times of day, each with their own lightmaps, and change them using level streaming.
