Normaly you go to libary in the launcher, click on three dots and then options, but threre is no options for me it doesnt show it. And no I cant turn off high resolution textures

Had the same issue for me too, I just turned off the high resolution texture download and clicked Deutsch ( from additional language) which is only 22mb.
