I had the same problem, I couldn’t sculpt my landscape and I fix it with this change 
reimporting the landscape and changin the Layer Alphamap type to “Layered” (before I had it in Additive). And it work 
now i can sculpt my landscape without problem!
Maybe you have different problems or solutions, but I hope this helps some of you
