When you first preselect “Select and translate objects W”, then add new brush, then change to “Select and rotate/scale object”, then everything is ok.
But when you first preselect “Select and rotate/scale object” and only then add new brush to scene, then you cant Rotate or Scale object, UNTILL you again “Select and translate objects W” then move that brush a little, then “Select and rotate/scale object”, or UNTILL you add new brush, then previous become rotatable/scalable.
Thank you for your report. We were not able to investigate this on the engine version you reported, but there have been many version changes to UE4 since this question was first posted. With a new version of the Engine comes new fixes and it is possible that this issue has changed or may no longer occur.
