Can't package with (Victory) Plugin in 4.16

Hi there, I’m trying to package a Win32/64 build with Rama’s Victory Plugin for 4.16.
I’ve got Visual Studio 2015 installed because that was the first thing packaging complained about after installing the plugin. I also have the Windows 8.1 SDK installed as that was another thing the process pointed out was missing.

However, packaging still pretty much instantly fails.

It’s a Blueprint-only project and all I’m using the Victory Plugin in for is determining if the game is running in full screen or windowed mode.
