I tried following tutorials for this, but can’t find any place to rebuild or delete them. I can’t find any HLODS.

That warning states that your current HLODs are either stale or corrupted, and the best course of action would be to delete them, then rebuild them. To do so, open the Build section on top, and select “Build HLODs”.
You should get a prompt to either build or delete. I would go with delete first, then create them again.
If the new HLODs are affected by the same problem, then I suggest reviewing the community’s documentation related to the matter. HLODs are quite tricky to manage, and any misstep will affect the whole process.
It is greyed out and I can’t click it.

If the “Build HLODs” option is greyed, it means that you are missing a few elements in your setup. First, make sure your WP is enabled, and that you have built at least one region, you should have a minimap in your Outliner, like the example below:
Then, you also need to create a HLOD Layer, by right clicking on the Content Browser, and searching for it under World:
With that setup, building the HLODs should become available.
