Can't edit relative rotation and location with editor inside a parent actor blueprint

Hello! I have a problem.
So, I’m working on a project in a a team, and got onto my hands a blueprint without possibility to change relative rotation and location with editor. Tried searching for the problem, but no luck here.
It seem like a settings problem, but I couldn’t find in editor setting too.

Adding a scene component and making it the parent of the static mesh will give it the other transforms.
