Can't drag mesh into viewport properly

-When I drag for example a mesh into the 3d viewport it doesn’t get placed where I put it. It will just move around on the x=1500 axis.
-And when I try to snap a mesh to a characters socket (socket snapping enabled) the mesh will not appear at all, so I can impossible snap a mesh to a socket.

When I select “attach to” on a meshs menu, the skeletal meshes are not listed. For what reason could they not be compatible with the mesh?
