could not get the troubleshooting to work here are my debugging logs

I’ve inspected your logs and your patching is failing due to being unable to move: C:/Program Files/Epic Games/4.9/Engine/Binaries/Win32/UnrealCEFSubProcess.exe
To solve this we need to do a couple of things, firstly you need to check that UnrealCEFSubProcess is not currently running. You can do that by end tasking it in the task manager. If you aren’t sure how to do that restarting your machine will have the same effect.
Once we are sure that process isn’t running go to the file location listed above and move that executable out of that location, this is so the fresh patch will be able to write a new executable in its place. We are moving it rather than deleting it so that if something goes wrong with the patching process you will be able to move it back and continue to use your existing copy of 4.9.
Once you have done both of these tasks try and re-patch to 4.9.2, hopefully it should now complete successfully. If so check it runs correctly and then you can delete the executable you moved.
If not please post back here with your newly generated logs.
so i looked into the 4.9 folder and the Engine folder was not there

My investigation showed that the installation failed because it could not move UnrealCEFSubProcess.exe. Now there are a few reasons why this could happen, from inspecting your logs it seemed that you had an existing copy of 4.9 installed and the theory was that this was ether still running or following a crash the UnrealCEFSubProcess was still active.
Can you please restart your computer then run the launcher and install 4.9.2. Be sure not to run a 4.9 version of the Engine at the same time. I realize these sound like simple steps however it rules out several potential issues in doing so.
